On 1 July 2026, two of the most significant regulatory changes to hit European road transport in years come into force simultaneously. The Netherlands launches its distance-based truck toll — the vrachtwagenheffing — and the EU extends smart tachograph requirements to vans operating in international transport.
Pharmaceutical and medical device companies invest heavily in GDP-compliant supply chains, ensuring every stage is audited and documented. However, the final transport step—light commercial vehicles delivering medicines, blood products, and medical devices—has historically operated with less regulatory oversight than the rest of the supply chain.
If your business moves stock across European borders using vans, there is a question you should be asking right now that most supply chain managers aren’t asking yet. Instead of “are our products arriving on time?” or “is our carrier insured?”, the question is: “is our carrier going to be compliant from 1 July 2026? And if they’re not, what does that cost us?” Because from that date, the answer stops being their problem and starts being yours too.
International Women’s Month gives the Logistics industry an opportunity to reflect on this shift. It highlights progress, recognises professionals shaping the sector, and encourages companies to continue building inclusive, high-performing teams.
July 2026 marks a significant milestone for cross-border van logistics in Europe. From 1 July 2026, light commercial vehicles (LCVs) in the 2.5–3.5 tonne range (based on maximum authorised mass) that perform international transport of goods or cabotage must be equipped with a second-generation smart tachograph (Smart Tachograph Version 2 / G2V2).

For years, vans operated in the grey zone of European logistics, moving high-value and urgent goods across borders with a flexibility trucks could not offer. Without obligatory breaks and resting times, driver hours were barely controlled, allowing workers to drive night and day, performing deliveries in record times. The result of these practices evolved into the principle that what is not traceable, it's doable.
Every few years, a regulatory shift arrives that looks, on the surface, like a carrier problem (such as new emissions standards, cabotage updates or tachograph requirements). But July 2026 is not that kind of shift.
In this episode, Koert walks through his journey from consolidation work across Asia to operational leadership in the Middle East (including large-scale US government logistics), then back to Europe to run major transport and control-tower operations, before launching Van Express in 2023.
